TX 161 is the western section of the Dallas outer loop, formerly named Loop 9. TX 161 extends from Interstate 635 in Irving to I-20 in Grand Prairie. The first freeway mainlanes opened circa late 1993, and the first toll lanes opened in December 2001. The tolled main lanes between I-20 and TX 183 are under construction in 2009 and scheduled to be fully complete by mid 2012. The Grand Prairie section faced intense opposition from local residents and construction was blocked for 15 years, 1985 to 2000, due to a lawsuit. The ownership of the tollway between TX 183 and I-20 was another source of controversy and conflict, and a settlement between TxDOT and NTTA was reached in October 2008.
